The worst apartment to reside in Bangkok is the River Mansion at 23, Phra Atit Road (in between FAO and UNICEF). They charge extremely high rentals without treating their tenants properly. Most of the amenities and furniture is from the 1980s and the air conditioners continuously break down. The local management and security guards don't treat you with the proper respect that all tenants deserve. They continue to make jeering comments to the tenants that do not understand the language. The building is also going through alot of renovations which creates alot of noise. Although they promise to keep the noise down over the weekends, they do not keep their word. I have come to the conclusion that the owners of the apartment might own many businesses but are unable to manage them properly and serve their customers. The notion where the "customer is always right" does not exist here.
